Due to a Garageband-related bug in some configurations, you must first play a sound on one of Garageband's standard instruments (such as the default Grand Piano that auto-loads in a new Garageband file) before loading up Play. Once you have played a note on a Garageband instrument, open PLAY and load an instrument. It should sound and operate normally.
