Input monitoring has no latency because the signal has not entered the digital domain yet. Usually, this is the signal you'll want to monitor.

As for output monitoring, there is a delay of typically 6-14 ms. It's impossible to utilize native signal processing (ie: VST plug-ins) without this type of delay.
