Go to View - Console. In the black box above the left side tracks (input) or right side tracks (output), right-click and pick an effect. The left side will add an effect to a specific track, the right side will add an effect to an actual output, which is typically all tracks mixed together. Typically, you will want to add final effects such as reverb, compression, or others to the right side to save having a reverb on each track. You may want to put EQ, guitar amp farms, or a delay, compression, or a little reverb on individual tracks at the left to customize a specific track.
