I have assigned the pedal, on my Motif, to control Modulation (under Utility-Voice-Ctrl Asn) in order to implement rotary speaker effect, but it does not work.

Your assignment that you did to UTILITY - VOICE - CTRL ASN was for Voice mode. However, *each* Performance and *each* SONG/PATTERN Mix is autonomous when it comes to Controllers. (it is more work but it is more flexible). In other words the setup that you did is for the assignment of FC2 for all Voices in Voice mode.

When you go to a MIX you can set up a different assignment for your pedals, for that specific Song/Pattern. (same is true for Performances) Here's how:

Press MIXING/ EDIT/ COMMON/ F4 Ctrl Asn
Make FC2 Modulation
Store you MIX
And your in.
