"Buffer too small" means that the amount of audio captured is not enough to perform the "learning". For example, if you click on normal learn ("first audio learn") and then click again (to stop learn mode) before playing any audio, then this message will be displayed. To use this mode, you place the insertion point at the start of the audio to "learn", click the learn button, and then hit play to capture the data.The other possibility is that the plug-in couldn't get enough memory for a learn buffer. This could influenced if several plug-ins are being used. Also, if there is a small selection (<2205 samples) made, then the captured buffer won't be large enough.Basically, you must capture at least 2205 samples when "learn" is finished to avoid this message.
