The Pro Tools session is created with all the "regions blocks" in their correct location, but no waveform or audio is within the region blocks in question. The audio folder in the PT session indicates that the silence is taking up space, or that the files are there. Media Composer will allow you to open a sequence even if all the audio and video files are not in their correct locations. Media Composer stores all of it's files(both A&V), within the 5.x or 6.x folder at the root level of the Media Composer drives. The application does not ask you to find the missing files as Pro Tools does. The sequence simply opens with a file marker added to the sequence to notify the editor that a piece of missing(off-line) media resides in that location. If you export a Media Composer sequence that has these place holders within a sequence, it will create an off-line media file(silence file) that gets transferred into the Pro Tools session as a silence file when the sequence is exported. The remedy for this is to re-access the sequence within Media Composer pointing to all the audio clips you want in the PT session, re-export the sequence from within MC and then reopen it via OMF Tool into Pro Tools. This error message is prompted from within OMF Tool, but it is related to the way the MC sequence was exported. The resolution for this error is to re-export the MC sequence once it has found all of the files associated with the particular sequence. . It would be worth recommending that the user *consolidate their sequence from within MC or FC(FilmComposer) before exporting their sequence.
