The Import Tracks dialog always comes up when dragging a video only clip from Media Manager to Pro Tools.
 
A:
When dragging a video only clip or sequence from MediaManager to Pro Tools, the audio sample rate of the clip is hard-coded to 48K (there really is no audio sample rate since there's no audio.) That means if you are dragging into a 44.1 kHz session, you'll always get the "Import Tracks"dialog when dragging video only clips. Just click OK in the Import Tracks dialog and proceed.
