Since the 96 I/O and 192 I/O can handle 16 channels of I/O simultaneously, is there any way to reconfigure it so that I can do 24 out and 8 in simultaneously?

No. The Pro Tools|HD interfaces are limited to sixteen inputs and sixteen outputs simultaneously (without using the Legacy Port).
