Is it possible to use a 192 I/O with only 2 I/O cards installed?

The 192 I/O will function with one of its' factory-installed cards missing. (This lets you send a single card in for service without your whole unit being down).The 192 I/O will not function if more than one factory-installed card is removed or if the wrong card is in one of the first three bays. The fourth bay is meant for expansion and is designed to accommodate any card type.
