There is no sample rate conversion tool in Cakewalk or Sonar. Once a project is started at a specific sample rate, it must continue at the same sample rate, including when it is bounced down to a stereo mixdown file. You will need to use an external application (typically a 2-track editor) to sample rate convert the mixdown file into another sample rate.
