I change the settings in Midi Receive Mode on my PC1x, but when I leave that mode and come back the settings haven't saved.

Those settings do not save.

The PC series keyboards were primarily designed to work as controller keyboards for sequencer setups. Those settings would normally be saved in sequencing software or a hardware sequencer connected to the keyboard.
