From the Sequence Window grab the top right or left corners of the Soundbite until you get the hand tool. Expand or compress the Soundbite to the desired length.

From the Sequence Window select the Soundbite. Then choose Spectral Effects from the Audio menu. From there you can enter a percentage to expand or compress the Soundbite.
