In Cubase 4 click on File>Preferences. In the left pane click on MIDI File, then uncheck the boxes that say Auto Dissolve Format 0 and Import to Instrument Tracks. Click on OK to exit the preferences window. Now, when you drag and drop your MIDI files, they will go wherever you want them to.
