Why can't I install my Steinberg LM4 plugin on Windows 2000 or XP? It keeps saying I need the original CDRom.

The LM4 needs an update to be compatible with Windows 2000 and XP. Simply download the LM4 update from www.steinberg.net and run the installer. It will complete the installation off the normal CDRom.
