Q:
The ATR-1 is not tuning, and there is no LED activity on the tuning meters
 
A:
This is quite often because the ATR-1 has been set to incoming MIDI note information. To check this, press the SYSTEM button.

Check the NOTE parameter. If you see the following setting, it is set to tune to incoming MIDI note information and would explain the problem.

To return to the normal parameter (where tuning is based on incoming audio), move the cursor to OFF, and turn the data entry knob until it is displayed like this:
