Q:
When user hits the function keys (F1- F12) it brings up a dialog box called "hot keys" and will not scroll (in the instance of F7 to F8) between Selector tool and Grabber tool.
 
A:
This is a feature in Mac OS 9.0.4 (maybe in all of 9.0). Can be fixed by going to control panels --> keyboard --> click the "functions keys box" --> check the "Use F1 - F12 as Function Keys" (they explain this function in parenthesis to the right)
