control - click will snap a region to the previously selected region's timecode start.once a region has been selected, control - drag will constrain it to vertical only movement so that it can be moved to another track without changing its timeline position.the key to keeping these two functions separate is that to constrain vertical movement, a region must be selected first before control-dragging it.
