This is normal behavior with Pro Tools. Generally speaking it is not possible to copy one type of automation to a different type, for instance, Volume Automation to Pan Automation, or in this case, Right Pan to Left Pan. The way around this is to use the special key command while pasting: Command-Control-V. This allows automation of one type to be pasted into a playlist of a different type of automation.
