It is not possible to import regions into SampleCell Editor 3.0 (or Soft SampleCell 3.0), only whole audio files are allowed.
 
A:
The capability of importing audio file regions disappeared in SampleCell Editor (and Soft SampleCell) v. 3.0. This feature returned in version 3.1.
