If the patch you're playing has percussion on (2nd, 3rd), then the 1' drawbar will not effect the sound. This is accurate to the classic tonewheel organs, where the 1' partial was used to create the distinctive percussion sound.

If you turn percussion off, you'll notice that the 1' drawbar 'works' again.
