Can the 2408 convert from one format to the other (ADAT to TDIF, SPDIF to analog?... etc)

The 2408 will work as a format converter (without using a computer) from any of it's avaiable inputs (ADAT, TDIF, SPDIF or Analog) to all output formats. THe 2408 manual has a section called "Working with the 2408 front panel" which clearly explains this option.
