Q:
How do you hear the effects when you are sampling if the outs are dry?
A:
The effect processors are not available during initial sampling. You can resample with effects or simply add them after you sample. Since you can sample while monitoring other tracks (like a multitrack overdubs) the effect processors are available for the playback of those tracks. Your sampling is dry.
Once you have sampled, you have all the options to add effects. To make the effects permanent you can either make a VOICE out of the sample and add effect in the normal fashion - you have access to those 129 insert effects. Or just resample it applying all the effects you want.
