USD is not recognizing incoming VITC.

Some VTR's employ an internal (or external) time base corrector (TBC), it may need to be configured to allow VITC to be passed to it's video output. If the VTR doesn't contain a TBC, or its TBC is set to "bypass" mode, then you should not have any difficulty reading VITC.
