Pro Tools takes up to 30 seconds to lock to incoming time code using a USD.

Aside from the usual sync related issues this can also be caused by recording to a Mac OS Extended volume with open ended record allocation set to All Available Space. The work around would be to limit this to a usable value in Setups>Preferences>Operations> Open Ended Record Allocation.
