Is the total amount of RAM that must be allocated to Pro Tools based on the number of plug-ins, or the DSP requirements of those plug-ins? (i.e. is there a difference in RAM needed between 20 DigiRack EQ's vs 20 Oxford EQ's?)

The Graphical User Interface (GUI) of the plug-in is the only item that requires RAM. Therefore, if the Oxford EQ has fancier graphics or larger tables in host memory, then it needs more host RAM. The DSP requirements don't affect system RAM usage.
