Q:
When Pro Tools boots, the edit window is completely blank, and when I move the mouse over the area where track one would be, the mouse leaves red vertical lines on the screen. Digi sent a second HD Core card and it's acting the exact same way.
 
A:
In one case, this problem was the result of an incompatible Waves plug-in being installed. Needless to say, removing the plug-in file restored normal operation to the system.
