Can I route my Steinberg Nuendo 2.0 or Cubase SX/SL 2.0 main outputs to multiple outputs on my audio interface?

Yes, with the new features of the 2.0 versions, this is now possible. Here's how:
Make sure you have more than one output configured in VST connections. Create a Group Channel by going to Project-Add-Group Channel. Go to the invidual track settings by pressing the lower-case "e" in the Mixer. At the right, add two busses: one will go to your first stereo output and one will go to your other output. Make sure to enable the channel (blue button at the left of it) and raise the volume (type 0 in the -infinity location). Then you'll need to route your audio tracks to the Group Channel within the Mixer. That should do it!
