You mustn't copy the *.EXE files to floppy disks – you must run them.
These *.EXE files are Windows PC executables, that will automatically create OS floppy disks for you. In addition to creating the disks, this procedure also tests data integrity, to be sure vital data will not be damaged by faulty disks or incorrect procedures.
