Does the USB interface of the H4 support data transfer in USB 2.0 High Speed mode (max. 480 Mbps)?

No. The USB 2.0 standard includes three transfer speed modes (High Speed, Full Speed, Low Speed). The H4 supports only Full Speed mode (max. 12 Mbps).
