1) make sure you type in a value in the pre-roll / post-roll fields on the transport window, AND hit enter to confirm2) enable pre-roll or post-roll by clicking the appropriate button in the transport window.You can see preroll is enabled, when a little green marker shows up in the timeline, and the button on the transport window lights up blue/white.
